What type of people should work for NGO's

According to you what should be ideal type of staff for a NGO
Should it be retired people
should it be bored housewife
should it be depressed people
should it be college students who want to work part time

ok but i was taken by the organisation then after couple of years
they started recrutitng only young college students
and they started removing elderly ppeople and housewives

so i ask
