Now my uncle is selling his car and is either planning on....

1: keeping my van

Or

2. Expecting me to drive him everywhere...

Or

3. Him convincing me to get insurance on it while he drives it

He's done this to me before...

Tell him he can buy it from you with the money he gets from selling his car. Then you can get a nice cheap to run vehicle for you.

Yeah: if that’s really what he’s up to you need to put your foot down.

1) is it your van or not?

2) will you be being paid for your work as a chauffeur?

3) is that even legal?

(And yes: if you don’t need a van MG is probably right that a smaller cheaper-running car is a nice thing)

My relatives are trying to convince me my uncle was trying to do a good deed by not paying his car insurance to buy me the van... Trying to guilt me into getting the van legal in my name but letting him drive it basically...
