It's a misleading exaggeration to say that it's encouraged, and I believe my earlier responses have addressed this but just to be clear: it's the type of responses to that information which most often cause problems.
It's unreasonable to demand WP members are 'scrubbed clean' and must always respond in an entirely logical and methodical way. Being incorrect/illogical is not against the site rules.

Just to be clear, I'm talking about someone purposely screwing around to toy with others. To keep them hopping reading though one article after another that doesn't really have to do with the subject or their claim. Then when that's pointed out they'll accuse the person of not really reading it and so on.

Well, on an autism forum, we can never be 100% sure weather someone's behavior is purposefully annoying or naturally annoyoing.
What everyone can do, is not swallowing the bait and walking out of a discussion that annoys them too much.

Which is why I posted, "... all but encouraged".  While there is no open encouragement to promote false and misleading information, you cannot deny that quietly crushing efforts to define or determine the truth does not exactly discourage people from posting false and misleading information.

^ This and your post before it are at risk of sinking in hyperbole. No-one is "crushing efforts to define or determine the truth".

What has happened is that the relentless badgering for an explanation more satisfying to the interrogator results in moderation, because such activity tends to upset other members and derail threads.
As I said earlier, being incorrect/illogical is not against the site rules.
