True, claiming to have found jesus doesn't rehabilitate someone. And, whether or not they've found faith, they are still fully accountable for having broken the law. When Christians get pulled over for speeding, they don't claim Christ's grace as an excuse for their speeding. The Bible tells us to obey the laws of the nation we live in.
But it is very common for a convicted criminal to find true faith -- more common than for law-abiding "good people".
It's those who know they are bad who are closest to the Gospel. The rest of mankind is deluded. "If we say that we have no sin, we deceive ourselves, and the truth is not in us" (1 John 1:8 ). Hence, we are told to "Remember those in prison as if you were their fellow prisoners, and those who are mistreated as if you yourselves were suffering" (Hebrews 13:3). He's speaking of repentant prisoners.
