Most everyone has a phone these days, so they shouldn't need to ask what time it is or ask for directions. Sometimes a person will ask those questions to get someone to stop so that they can ask them for money, or try to sell them something like drugs, or rob them etc.
Sometimes people do not have their phones easily accessible. It's common for people riding the bus to ask this since the bus schedules are supposed to be at set times but some buses often run late. Sometimes people have their phones in their bags. The three jobs I had did not allow me to look at my phone unless I was on break. Two of the jobs were custodial & the first was dish-washing so wearing a watch would have been problematic. I kept a watch in my pocket to look at which was problematic as well because I didn't have a locker so I had to keep all my stuff in my pockets which made the watch harder to access. My dad worked in construction & never wore a watch due to it being problematic & keeping his phone on or next to him was also problematic as well.
