"nothing too expensive", ooh, that really narrows it down. I'm always surprised to find out how expensive some games are...
Sometimes I get in a mood for bad games, and for me that's kind of the original XBox era. Lots of Western devs trying to cash in on this new technology, but not really understanding how to make something enjoyable to play.
I know many will disagree, but I always put the GTA games way up there. I do enjoy just mindlessly driving around and enjoying the scenery and the radio stations, but the missions always felt like an afterthought, and straddled the line between boring and frustrating.
I'm sure they got better, I've enjoyed Chinatown Wars (need to finish it), but the 3 Trilogy was not quite there.
(not that 1 and 2 were much better)

I think most of the heat it gets is from people who never actually played it, they just heard it was bad (from someone else who probably never played it).
To be fair, like most 2600 games, I imagine it was probably quite difficult to play without the manual.
Now Pac-Man, that's a different story. I know some people enjoy it, but ehhhhh. His wife's game was so much better, it actually played like the real thing for the most part.

This is not 100% true, and I've never heard it being "recalled" before. There were a lot of returns (not just E.T.) and stores didn't know what to do with them. Atari destroyed them as a tax writeoff. E.T. is probably in the minority as far as the games that were found there...but "There's tons of copies of Defender buried in the desert." doesn't capture peoples' attention.

I did some early work on Nexuiz around 2002, I wouldn't be surprised if some of my code is still in there.
