If you have former work colleagues and have their number still and keep in contact not very often. How do you tell if they’re still your friends or not? Especially with texting? And what if you’re afraid to text because of rejection just to ask how they’re doing can you at least try and text. And what if you are the one who is the one who begins the text instead of them texting you first? What does that mean?

The best way to put it to the test would be to invite them out and cultivate the friendship that way. Easier said than done of course, I also fear rejection, but it's probably worth doing. Do it scared as they say.
People often have work friendships that never seem to last beyond the work context because they were made out of convenience. Or if not work, some other scheduled thing. But some of those friendships can and do graduate to all contexts with active input from both parties.
Tbh I don't know what texting first means because it could mean either lack of interest or it could mean they just don't text that often in general. A "dry texter". So irl meeting invitations are the more reliable indicator. I'm a bit of a dry texter unless spoken to first and I prefer irl.
