Depends on your particular skin. And properties of tap water in your location. There is no one-size-fits-all solution.
I have oily skin with dry patches, tendency to acne and some kind of "overreactiveness" to irritation.
For me, oils rich in Omega-3 are really working - flax oil is easily available, rose seed oil I use instead of face cream. I don't know how exactly it works but I digged it on some blog and my sisters confirmed it after I shared the news with them and they tested it: Omega-3 really cures "problematic" skin.
Strong detergents, enzymes and paraffin (and other petrol-based oils) are the worst for me, despite being often present in products for such a skin or even sometimes recommended for it.
But your problems may be different and you may need something else.
