1.Get at least 150 billion dollars in every way possible.
2.Build a base on a central pacific island.
3.Build up a large army.
4.TAKE OVER THE WORLD!! !! !

I don't think it would be impossible to build a superlaser on the moon. But I think you would be better off building a large microwave cannon array or a terajoule railgun battery.

A Spaceship base would be good as well.
