An independent ministry is usually a congregation that is not affiliated with a denomination, like the Catholic Church or the various Lutheran denominations. For example, in the US, Catholic Carities are usually affiliated with the various dioceses, while Lutheran Social Services are affiliated with some, but not all, Lutheran Congregations. In addition, the Lutherans also have fraternal organizations, like Lutheran Brotherhood, Aid Association for Lutherans, or Concordia Mutual Life, that offer financial services. I would trust them more than a ministry by an independent church.
