You need to discuss with your primary doctor the threat/risk of respiratory infection due to the very real possibility of inhaling mold/mildew spores.
You NEED to be making phone calls and emails to the Health Department, your doctor, your or your neighbors’ social workers.
And have those phone videos ready.

Whatever the reason for inaction by the manager/landlords/owners, this is a provable serious health hazard.
ANY or all residents may be incubating lung infections RIGHT NOW.
In addition, until a serious, professional inspection is done, no one knows how close a floor/ceiling is to collapse.
Has anyone considered calling your local news station?
If the leak might be seeping near to electrical wiring, could that be a fire hazard? What is involved in calling for a fire safety inspection?
