That's true even for indoor cats.

You can let your cat outside but you can be sued if it goes on anyone's property.
My neighbour tried to sue me when my cat stepped on his grass.
He didn't even soil that grass.

In my new rented place, we have to pay the landlord a monthly cat fee, regardless of whether or not the cats go outside (ours don't). I presumed it was to cover damage, but I don't see why they can't just increase the deposit so that if there is no damage, you get your money back eventually. Tenants have no rights in Arkansas beyond basic health and safety, so the landlord is the law for all other matters.

They're not optional, you still have to observe them and come to a complete stop. You're just entitled to make a right turn after stopping at a red so long as it is safe to do so.

That's the norm in most of Canada and the US (although not Quebec or NY).

It's only prohibited on the Island of Montreal. ^

Most other places in Quebec allow right-on-red.

Florida Statute 877.03 

Breach of the peace; disorderly conduct.—Whoever commits such acts as are of a nature to corrupt the public morals, or outrage the sense of public decency, or affect the peace and quiet of persons who may witness them, or engages in brawling or fighting, or engages in such conduct as to constitute a breach of the peace or disorderly conduct, shall be guilty of a misdemeanor of the second degree, punishable as provided in s. 775.082 or s. 775.083.

Way too broad. Picking one's nose in public can definitely outrage someone's sense of public decency. Mowing a lawn may affect the peace and quiet of persons who may witness it.

This is basically a "catch all" law allowing police to fine or arrest you for something that is not explicitly illegal.

Drug prohibition laws. Alcohol consumption laws - illegal to drink in most public places but people do it anyways.

Quebec took the privilege away from themselves for their sh***y driving! I remember reading about the change making it illegal to turn right on a red in Quebec and it was done because Quebec drivers kept getting into accidents at WAY higher rates than the rest of the country because they weren't stopping first and making sure the coast was clear, they were just ripping right turns as if the light were green and causing accidents all the time! Enough of them Province wide that they had to revoke the privilege.

Meanwhile, the rest of Canada can manage it Mostly fine. There's the odd accident, but for the most part it helps keep traffic flowing smoother as well as reduces emissions as cars aren't just sitting there idling. Makes no sense to make them wait for the entire duration of a red light to turn right if there's No traffic coming. Only time it's illegal to turn right on a red is when there's a sign indicating no right turn on red Or there's a separate stack of signal lights specifically for a right turn lane.

Tax on non-luxury commodities, including nonprescription medication which is taxed more than food in Arkansas (yes they tax food).
