My own perspective is not just academic. My boyfriend was homeless for a while, and there are also plenty of other people here on WP, besides you, who have been homeless.
I would hesitate to make any blaning-the-victim generalization about all or most homeless people.

YOUR perspective is both academic and second-hand; your boyfriend's and my perspective are both based on first-hand experiences. When people either choose homelessness or willfully refuse to take part in programs that would get them out of homelessness, it is inappropriate to call them 'victims'.

I am not imagining anything.

There are different people allocated to these historical truths - bible scholars furiously try to pinpoint them to the relevant individual with great care, but since these things were said thousands of years ago in some cases - and many people said the same thing; you can imagine how painfully difficult being laser-accurate, is.
It's like following a trail of clues through the history of time, not exactly a trivial task. One that requires a Christian passion, which includes not being paid for ones work.
Nevertheless, the morality is true, whoever said this.

Giving without pay, means not being paid with social revenue (i.e, gaining church popularity, as a sole reason for faith).

This is generally what the people I have encountered in my particular geographical location interpret this passage as. I asked a fundamental, African-British Christian and he read it the exact same way as me, and I asked him, pretending I did not know the answer, so he wasn't inclined to agree with me...

In Matthew, chapter 10, Jesus is giving instructions to His 12 disciples as to how they should conduct themselves on their first missionary journey.
The disciples were to set out without any money, but were to expect payment in whatever form it came as long as they earned it.
I strongly suggest you re-read the entire Gospel of Matthew, the Gospel of Luke, and the Acts of the Apostles as well.
