Because when you are 16, you could quite legally be married, have your own home and be totally self-sufficient so why shouldn't you be allowed the opportunity to gamble as well? You are pretty much treated as an adult by the law in some respects at 16 but not in others. For example, after 16, in the UK, parents have no further responsibility to their kids. If they want to kick them out of the house then they are entitled too so you are classed as an adult in that respect at 16.
In a way it is silly because when I was 16, I had my own place, a full time job and was completely self-sufficient yet I wasn't legally entitled to go to a pub and buy my own pint.
