Firstly, the phrase means that you may say something that you will regret later on. Especially if you tell someone to put up their dukes, only to get thrashed half to death. Or say that you are going to storm the JRC, only to get thrown in prison for doing something illegal. Trespass, for example.
Secondly, I dunno. They might take action once Ana54 does her thing. If they've got lawyers skilled at making a dodge on this issue, surely they also have Nazgul to go onto the attack (some lawyers for companies like IBM were called Nazgul, after the wretched beings from Lord of the Rings).

Evil also wins when it calls what good men are doing evil. Storming the JRC is likely to get you arrested, charges brought, and for all you know, you'll get the same treatment. So, you either
a) Do nothing.
b) Use legal action.
Those are the only two sensible options. Use your brain, or not at all.

And no,

These kids are committed there by their legal guardians... taking them out without the permission of these legal guardians could amount to kidnapping or 'contributing to the delinquency of a minor' charges.
It's not about what the kids want to do in that case... it's about the legal rights of the legal guardians.
I'm just pointing this out... no judgments on my part here

There could be a grave mistake letting the guardians, who often understand NOTHING, have the upper hand in this. And besides tht, a lot of the guardians, according to Mother Jones magazine, are either uninformed or lied to.
