Correction: I did ban, he kept ban evading. I had twelve glines on him before he left me alone.
EDIT: also by your response, I'm guessing you are not familiar with how IRC works, as I have stated in my above post that I am using *lines and akills, but he is evading them.
*lines is what IRCops set to ban users (there is also other types of lines other than ban lines, but I won't go into that), the types of ban lines are: kline (Kill Line, local server only), gline (global kill line), zline (kills IP, local server only), gzline (Global zline).
akills are set via services (usually OperServ) which are global (as long as services are running) that kill a user immediately after they connect, akills are usually set as timed bans and are enforced immediately after they are assigned.
There are few other types of bans, but they are unimportant and are only effective against large amounts of users
