How to I get a picture as my avator?

How do I get a picture of me as my avator? I keep trying to upload a picture of me as my advator, but I keep getting a message that says that it has to be smaller. Does anyone know how I can get a picture of me that is small enough to put as my avator on here?

Resize the picture using a computer graphics program.
