Hamas does exactly the same thing in Gaza and the Western Bank. They are combining armed insurgence, suicide attacks, classical terrorism and in some cases organised warfare with politics, cultural memes, charity and welfare. I believe that all modern political organisations have to learn from their usage of charity and welfare to establish support bases though.
The question was asked about why didn't Israel carpet bomb southern Lebanon. Well, they used cluster bombs instead.

The IDF kills three Palestinian children
Today, three Palestinian children—Ashraf Moussa, Khalid Ranam, and Ahmed al-Jazar—were killed by IDF fire in Rafah. According to eyewitnesses, the three children from the Rafah refugee camp were playing football on the outskirts of the camp. The children are the first three victims to die in Gaza in a month.
The spokesman for the IDF claimed that the three casualties were part of a group of five individuals who went into a restricted zone and crawled towards a military site. At some point the three children jumped up and started running towards the military site despite warning shots.
