Systematic abuse

I have been told by a Goverment worker that I have been systematically abused. A other Goverment worker, who is my friend said: "instead of the Goverment helping people, they go out of their way to exploit them."

Fortunaetly, I have had alot of support from kind people and I am not in victim mode anymore.

Yeah pretty much, but its not just the government doing the exploiting.
