Hopefully someone who actually knows what they are talking about will chime in, but I have a few thoughts:
I used to get phone numbers of classmates I had the hots for by asking them if I could call them to get the assignments if I missed class. I don't remember ever getting turned down, but then again I don't remember actually calling any of the numbers I collected either...
School dances are mostly things to go to and be seen at, not so much to be enjoyed for their own sake. Just asking, dressing up, having your picture taken together, and enjoying a slow dance is usually enough for anyone except the social elite.
Once again, I never actually had the balls to ask anyone to one, so I'm just repeating information I've picked up over the years.
I'm sure if you really put your mind to it and banish the unwarranted negative thoughts from your head you can figure out a way to get it done. I once asked a classmate for the first digit of her phone number and that was enough to get the ball rolling.
