I think the wrong people are voting. I say repeal the 17th amendment (direct election of senators) and limit suffrage to those who have served the state for at least two years.

Getting rid of direct election of senators isn't that crazy of an idea. That is how the founders intended it to be, for the house to represent the people and the senate to represent the states.

The founders also wanted voters to be invested in society, hence their requirement that voters own property (in most places).

I think the property requirement is a bit outmoded, but two years' service is reasonable.

Something needs to be done to ensure election integrity. For example, California's system is an open door for fraud, and in 2008 a bunch of first time black voters f^ed things up pretty bad because they wanted to vote for Obama (and the only ting that they [and a lot of other people] knew about him is he is black), and had to also vote for a bunch of other people and issues they were absolutely clueless about!

Even I at very least read the voter guide before checking off a republican, and a couple of times I ended up picking a libertarian.

By "Serve the State", I hope you mean "In the Military".

Only a military veteran know what it is really like to place the welfare of his or her fellow citizens ahead of his or her own.

And how do you know that was the only motivation of most black voters? What are you planning to do - limit voting rights to whites? And what about us whites who voted for Obama? Are we all blinded by his blackness?
Just because you don't like the outcome of an election is no reason to limit the vote.

I have a better reform idea: Only allow people with PhDs from accredited universities vote and keep the seventeenth amendment.

What do you mean by the phrase "serve the state" ( for two or any number of years)?
