Looks like the U.N. will have a South Korean as its next Secretary-General. I wonder if this move was in response to North Korea's nuclear test.

Of course thats cause of North korea's Nuke test but i can't blame them Afganistan,Iraq who next North korea,Iran,Cuba,Russia,France,Mexico,India,Germany.The Republicans are WARMONGERING A**wipes who are corrupt with power and money but as long the North koreans only use their nukes for self-defense i guess i'm on their side for now...

This isn't just any South Korean, but the South Korean Foreign Minister, who has been chosen to head the UN.

Who is still in charge, ultimately, of the international force of troops on the South Korean side, the force that has been there since the 50s?

Well, it isn't like they chose some hardline, anticommunist South Korean General as the Secretary-General. They chose a guy whose specialty is building a consensus. If this does send a message, it's a quiet one.
