If their militias don't use civilian residences to attack civilian residences in Israel with mortars and rockets, then no, Israel would not bother. Israel wants peace, but enough of a portion of their neighbors happen to be insane with their want to kill Jewish people. The civilians who don't give a darn are unfortunately caught in the crossfire between insane jihadists and the nation of Israel defending its own civilian population.

It is a way of denying an error.

Example:

A: No Scotsman would ever piss on his haggis.
B: That Scotsman over there pissed on his haggis.
A: No, -true- Scotsman would ever piss on his haggis.

In short, it is a way of denying the counter example.
