*Edit*

I want to do this the next time I go to Disney with my friends, I'm already going with them tomorrow.

But generally, no, but it's possible that you could get a disturbing the peace/etc kinda charge. Cops can arrest you for basically anything, and it's your job to prove the arrest lawful in court, that's the way it works. (Yes I know that's not how it's supposed to work, but that's the way it works in real life.)

But you'll probably just get looked at weird.

(Note that picture, the kid got arrested during a con for shoplifting from a 7-11)

No, of course it's not illegal. If that were the case, then cons would be treated like sting operations.

They're going to dress up as a character from the anime Black Butler and do a dance that's popular in the anime community.

Its not really illegal like others have said but depending on the place/context you could get in trouble. Especially if what you're doing constitutes as disturbing the peace, like if you dance in front of a bunch of people just on their way then yeah someone is going to tell a cop or security. I would. If you just do your thing in a corner somewhere where you're not bothering anyone and people can just laugh or ignore you then cool. Just don't be too obnoxious and get in people's way.

As long as your "parts" are "covered", I doubt law enforcement can do much here in the U.S. unless the particular costume could be perceived to make some sort of derogatory statement. For example, I wouldn't go running around a Navajo reservation dressed in this...

You don't usually see that kind of thing in the small, boring community where I live. If you did, you probably wouldn't get arrested as long as you were appropriately covered and didn't do anything violent, but you'd likely get some pretty strange looks or be laughed at.

You wouldn't get arrested, but if a sword is part of your outfit it probably wouldn't be a good idea to take it certain places.

I feel it important to mention that Disneyland/world is not "public". It is a private business and as such they can kick you out for promoting competing entertainment brands/icons. Heck they can kick you out for dressing overly creative, cosplay is not a protected class covered by public accommodation laws.
