Why is it that whenever she's getting publicly applauded she farts.

(I have no idea who the people in the caption are by the way; I'm guessing American politicians?)

Both are active members of the House of Representatives. The woman on the left is Nancy Pelosi. She is a Democratic representative from California's 8th district, which is in San Francisco. She is the current Minority Leader, and served as Speaker of the House from 2007 to 2011.

The man on the right is John Boehner. He is a Republican representative from Ohio's 8th district, which is a mostly rural area north of Cincinnati and west of Dayton. He is the current Speaker of the House.

...and, this is a candid photo of them receiving the news concerning the Supreme Court's decision on the constitutionality of the Patient Protection and Affordable Care Act, something that the one on the left worked hard to pass, and which greatly annoyed the one on the right.

Boehner: (thinking) Stupid Obamacare bill... How am I supposed to keep my brilliant tangerine complexion when the damn thing taxes visits to tanning salons?
