I never really got into the PSX in it's heyday (I only had an N64 at the time) and I missed out on practically the entire PSX library. As a result, the PSX is kinda a new system to me. I've started to build up a small PSX collection a year or so ago.

I already have:

Final Fantasy Origins
King of Fighters '99
Castlevania: Symphony of the Night
Suikoden
Ridge Racer Type 4
Strikers 1945
Battle Hunter

I prefer turn-based strategy, shoot em' up, fighting games, and JRPGS. Any genre is fine though. I'm also looking for some obscure, underrated, or cult classic games.

Tomb Raider 1, 2, 3

Tomba

Klonoa 1

Final Fantasy 7, 9 wasn't a big fan of 8...

Thunder Force V

007: Tomorrow Never Dies

Misc:
Parappa the Rapper
No One Can Stop Mr. Domino
Gekido (has a Power Stone-like fighting mode but the story mode is a side scrolling beat em up)
Dark Delusion: Deception III (clever game where you build and lay traps to kill people who come into the main character's mansion)
Bomberman: Party Edition
The Misadventures of Tron Bonne (a game where you play as an antagonist from the Mega Man Legends games. It's similar to MML except with more minigames)

Imports:
All the Capcom Generation games (there are 5 of them, each have arcade games on them)
Mega Man Battle & Chase (racing game)
Panzer Bandit (side scrolling beat em up)
Gunners' Heaven (shooting, very similar to Gunstar Heroes, except no 2 player mode. Depending on region this game has a different name: Japan: Gunners' Heaven, Europe: Rapid Reload)
Mad Stalker: Full Metal Force (side scrolling beat em up, a remake of a PC Engine game)
Silhouette Mirage (platformer/shooter. The Japanese version is MUCH better than the English version for many reasons)
Chippoke Ralph no Daibouken/The Big Adventure of Little Ralph (platformer)
Persona 2: Innocent Sin (the other half of Persona 2: Eternal Punishment. It only came out in Japan for PSX, but later made its way here on PSP)
Super Robot Wars Alpha Gaiden (strategy RPG)

Watch out for the first Resident Evil, it's tricky (at least in the US). The original release doesn't have autoaim, but the Director's Cut is often a "with Dualshock controls!" and doesn't have the original music soundtrack.

No one has mentioned LSD yet, so I will put it foward. It's has, in the past few years, become a cult game. Nothing really happens apart from you walk around exploring a colourful world and interesting music, but it does freak a few people out to the point where they cannot sleep.
