She's acting - playing the part of the meme which she wasn't responsible for starting. She apparently uses this new fame to actually donate to certain causes(?) and gives real advice as well as the silly in-character ones you see above.

Obviously. Listen to her for 2 seconds, it's obvious she's pretending to be twisted. I don't find her that funny, but I think she's really sharp and quick. She should join an improv troupe!
