Another DBZ film YAY!

Is Vegeta really not turning ssj3? I mean, I understand that Son Goku is always going to be the stronger one, but having him be two levels over Vegeta is just unfair. The reasoning given, "with ssj god Goku there is no need of ssj3 Vegeta" is kinda weak though, Vegeta could perfectly reach ssj3, even if it is not enough. He's the only one besides Goku who never stops training, he should get something out of it.
