Developing a comic strip

Hi I was wondering if anyone knows of a computer program that allows you to make your own comic strips. It must have the following features:

be user friendly (does not need programming skills, it might be interesting to have a package that have the option of using some programming but it has to be one where programming is not needed)
there is flexibility in the range of characters it can create-i.e. almost inexhaustible choices in terms of face type, eye color, hair, clothing etc
ideally it should have the ability to publish in an ebook format

If you can suggest any packages please could you tell me how they fit the above criteria.
