HTML Issues

About 6 months ago, I used to have the ability to edit my posts wit the equivalent of a word processor (many other sites have a similar system). I mean, I used to be able to use Bold, Italics, underline and many other abilities. Now, all I have is the commands from the keyboard. When I noticed that other users can use these commands, then I think there may be something up...
I also noticed it says that HTML is off under the Table "options."
Could this be the source of my problem?
If that is the case, why is it off even though I turned it on in my profile options?

On my computer at home it didn't work thus I thought there may be some technical problems (possibly with the router etc.) However, I have the same problem on a public computer.
What are some solutions?

hi man, when you reply, there's at the bottom left, under OPTIONS, a link that says "BBCode", click it and you can see ways to format your text.
