@OP: Yes, and it's getting worse.
Also, the Posse Comitatus Act has been violated in just about every way, especially with the government arming local police with militarized weapons and equipment. Given the fact that police brutality is on the rise, even someone with only two brain cells could see what is bound to happen.
Not to mention the recent (and some not so recent) stories of how swat teams are being used illegally (to collect bills that are overdue, etc.), america is in serious trouble of becoming a police state, whether people want to accept it/believe that or not is irrelevant. It's not hard to come to the conclusion and it certainly is a very possible outcome.

In Scotland our police now carry guns more than ever before - this isn't due to an increase in crime or as the result of government
policy,it's been the decision of one man who is the head of Police Scotland (a recent amalgamation of previously regional forces).
A newspaper showed a photo of 2 armed policemen patrolling a street in Inverness (probably one of the safest cities in the world)
and in the photo were a woman in a mobility scooter and a young girl eating sweeties. The headline summed it up
"Watch out ! She's got a gum ! "

The figures for 'stop and search' in Scotland are apparently 9 times higher than in New York and yet carrying guns in the UK is against the law for members of the public.
