What does that mean?

I think it means that you have 8 messages stored in a box that will hold 1700, so that 0% of your box is full.

I could be wrong, it's just a guess. Computers aren't my thing.

I think you're on the right track there...

Perhaps there's a set limit of 1700 messages that can be stored per account.

Online calculator thing tells me that this is 8 is 0.47% of 1700... So it seems to check out.
