In the UK in order to stand as a candidate for a political election a deposit must first be paid. This is to deter spurious candidates from standing for election. When the election is held any candidates who garner more than 5% of the vote have their deposit returned to them. Anyone who gets less than 5% of the total votes cast loses their deposit, as they are essentially deemed to have been spurious or "no hope" candidates. 4% is less than 5% isn't it.

What if they intentionally support an alien in disguise? Besides, maybe the aliens decapitated them and kept their heads alive in vats.

And in the U.S. you usually need to gather petitions with significant numbers of petition signatures to get on ballot in each state. Furthermore, its not about winning this election, but about keeping the dialog going, and using the instance as catalyst for building support to do better in the future. And in the United States, even a small shift in votes can change the election result.
