As with all things autism its a bit vague. But the main difference between 1 and 2 is that many / most level 2 autistic people will be able socially communicate to a good degree with support in place and many level 1 people will not be able to even with good support in place. Level 3 autistics will sometimes or even often be able to socially communicate without support but will probably need support in many / some situations.
Level 1 without support effective social communication is almost impossible
With some support it is still very difficult and severely impaired
With very good support social communication is possible will still be difficult and probably impaired.
Level 2 without support effective social communication is still possible but very difficult and impaired significantly
With some support it is more possible but more effort and harder than for NT's
With very good support effective social communication is probably fine in most circumstances.
Level 3 without support social effective social communication is possible in many situations but not in all.
With some support it is possible in the vast majority of situations
With very good support there will be little or no impairement in social communication when comparred to the NT population.
