I imagine it would be similar to what happened with King George VI of England during his reign from 1936 to 1952. He had a pronounced stutter, and people, especially his family, thought him weak and unfit to rule because of it. He wound up seeing England and her provinces through WWII with a number of quite famous speeches, which were made all the more impressive due to the nature of his disability. His eldest daughter Elizabeth is England's current queen.
I imagine an aspie ruler would be treated rather similarly, but I would hope that they would prevail and demonstrate their success, thus making their, and by extension our, mark on history.
