My 16 year old brother is a bolter

Everytime I go out with my brother he runs off when hes in a situation where he feels uncomfortable. It can be hard. Hes fast. I always catch up to him though. I have to hold his hand. Im stronger than him. He doesnt run off if his hands are being held. Its difficult to be patient with him sometimes. He started running off more often during puberty.
