Reading about, apparently they were inappropriately using charcoal in a no-charcoal area, and there was concern that improper charcoal disposal could harm kids.

Apparently, the complaint was the noise the girl was causing, inappropriately selling water bottles in a residential area. A permit would of made it clear that you can't operate a business in a residential area.

After a failure, the easiest thing to do is to blame someone else.
It’s charcoal,not radioactive waste and they hadn’t disposed of it while they were cooking.The police didn’t write them up so I suppose they were in the clear.
Waste of time for the police when they could have been out on a real call.
So being black and watching white kids is a reason to involve DHS??
