Definition of Autism

I will likely have to explain to a judge tomorrow, in 25 words or less, what autism is.

I know the standard definitions about characterized by social difficulties and behavior problems. But I want to make sure the judge understands this is a developmental disability with a neurological differences. (ie, not a ambiguous illness that can be fixed by vitamins and making sure the thyroid gland is functioning properly.

And I want to make sure he understands it is not a mental illness.

Can anyone suggest a short, pithy definition. Or a reference to a better one than generally comes up with google?
(This is not in regard to me, but to a autist that I am advocating for.)

Autism is a neurological developmental disorder which is almost always present from birth----and whose symptoms usually are evident by toddlerhood or preschool age. It is eminently treatable, but not "cureable." Like spinal bifida, the "functioning level" within autistic people varies greatly. An autistic person can be wheelchair bound----or could be a theoretician like Einstein.
