Someone I knew thought the CIA was communicating with him.

He said it was a silent voice that made his head vibrate.

What should I do?

You have posted on this topic before.  You have also claimed to have schizophrenia in at least one of those posts.  It's BS that the CIA / NSA is trying to communicate with you.  Are you off your meds?  Have you changed your meds?  Are you under more stress than normal?  Are you seeing a Doctor?  Have you nothing else to post about?

I'm psychotic. The doctors get it wrong and claim I have schizophrenia.

However, if you look into it you'll learn about targeted individuals.

I have never found any factual evidence to support any claim of remote neural monitoring.

you(or anyone) can patent ANYTHING that doesn't mean the patented device will ever exist. I could patent a cold-fusion powered drinking straw - it will never actually exist.

Remote monitoring by some sort of shadow organization is an extremely common delusion...it doesn't mean the technology exists on that front either.

Contact a good neurologist at a local large teaching hospital. That person can help.

Also practice self care to make your brain stronger try to address these things:

HALT (When Needs are not met)
Hungry (or Hurting) Angry Lonely Tired

Maslow's Hierarchy of Needs
05 Self-Actualization
Desire to become all that one can be
04 Esteem
Respect, self-esteem, status, recognition, strength, freedom
03 Love and Belonging
Friendship, intimacy, family (sometimes sexual), sense of connection
02 Saftey Needs
Personal security, employment, resources, health, property
01 Physiological Needs
Air, water, food, shelter, sleep, clothing, (sexual) reproduction

Psychosis is a common symptom of schizophrenia.

The doctors are likely to be correct.

I would laugh my a$$ off if anyone thought they could get anything beyond garbled, overly analytical and/or irrational gibberish with a mixture of pornographic images, facts about planes and stupid songs that get stuck in my head from monitoring my neurals...

I'd like to see what neuroscientists would think if they saw the things that went on in my mind. Clips of Hogan's Heroes and other shows from the 60s and 70s, Sweet Peas (Om Nom and Om Nelle) running across a computer screen as I'm doing my circular knitting and the ideas that come alive on paper and canvas for me.

Hmmm...

Just tell him to feel the love and light instead of being a plaything with their own head.

But then again, easier said than done.
In which is already difficult with NTs, let alone anyone dealing with mental illness.

Since, well...
Knowledge or no knowledge, belief or no belief -- it's irrelevant. Really irrelevant.
Cool, envying, worrisome or scary but irrelevant.

Lol.
