How many nations do you know of that seem to have almost always tolerated the Jewish diaspora? The only places like that that I can think of are India, Ireland and South Korea.

There is the Dominican Republic. The best friend of European Jews fleeing Nazi persecution on the eve of WWII was NOT FDR, nor any democratically elected head of state. The only national leader to be happy to take in Jews was Trujillo, the most infamous of the many dictators of the Dominican Republic.

Did so because Jews had know how that he wanted to help build up his country.

But actually all of Latin America, and the Caribbean is historically rather tolerant, ironically, of BOTH Jews fleeing PERsecution in Europe, AND of ex Nazis fleeing PROsecution for engaging in PERsecution in Europe.
