Are the place you get clothes from and the soup kitchen ran by volunteer workers? If so then it makes perfect sense: the workers don't want to put themselves in bigger risk than they already are
for free. It's different for thrift store and restaurant workers since they get paid for it. And workers that get paid need to follow what their bosses say, but I'm pretty sure volunteer workers can't be forced to come to their voluntary jobs.
But if they're ran by paid workers then I don't really know what it's about.

ALL UNNECESSARY BUSINESSES ARE TO REMAIN CLOSED UNTIL FURTHER NOTICE!. The only exceptions are supermarkets, gas stations, and pharmacies. Restaurants are only open for take-out or delivery. County government, as well as city government offices, except for essential services, are shuttered (I can hear all the drunks screaming bloody murder right now, since all the state liquor stores are closed until further notice). I just got a notice from the city housing authority that all their offices are closed, all building inspections cancelled, and housing maintenance will only be dispatched for extreme emergencies only. (Such emergencies being structural issues, clogged plumbing, electrical issues, etc.)
