My Neighbor has me living in fear
Since Dec. 5th 2019, my neighbor has been in my opinion harassing me and nitpicking on me for stupid things to the point where my anxiety and mental health are slowly taking going downhill. I live in an apartment complex where apparently my cat ran a little crazy at night while i was away for thanksgiving and kept my neighbor from getting sleep. So she waited til Dec. 5 and called the landlord who in turn called me in for a meeting with this neighbor, which has led to me having to keep my cat locked up between the hours of 10pm-8am(quiet hours) and also a few weeks ago i had my music playing on my Amazon Echos during normal hours and she called the office again to complain that my music was too loud. It’s to the point where when i see her outside and i have my door open i will close it so she can’t see me. I need some help or advice on what to do as I some of my care staff are suggesting i move which to me isn’t fair. As it feels like I always do that when I’m having problems. I will say there is no compromising with neighbor or with my landlord as she refuses do take sides or get involved.

I have tried to just live my life and ignore her its my cat right now that i worry about most as she has to spend the night in rooms where there is now air conditioning as I’m not allowed more than one air conditioner nor is she allowed to run free and be a cat. Over all it upsets me to know that my cat running around started this and she has continued to nitpick. Plus i think this neighbor doesn’t even keep up her own place as her place smells all the time and i can smell it in my stairwell. I have reported it to the landlord but i feel like I’m talking to a brick wall with her, even though cleanliness is in the lease. Like I said i really don’t want to move. Also there isn’t much to rent in my area where my job and life are and i have a housing voucher to boot. I wish there was a way to report her to someone that would listen and do something about it.

Unless it's constant meowing how much noise can a cat make? I would ignore the "quiet time" hours - it's ridiculous. My sister has 2 cats and a dog that chase each other every morning before they are fed - it is unusual but not noisy, and that's with the doors wide open.
Try ignoring her because there is nothing she can do to you. Especially if the landlord won't take sides. I lived in apartment buildings for many years and some people just can't be pleased. She probably complains about all of her neighbours and not just you. It is not your problem!
Just make sure you make arrangements for your cat the next time you go away. The cat's noise issue from Thanksgiving was probably only due to the fact that you was away overnight and she missed you.
I'm not asking you to be confrontational. Just to acknowledge that you've done nothing wrong. Your home is your home and and if you really were a problem someone would have complained long ago. Your well-being is just as important (or more) than your neighbours is.

She sounds like one of those petty neighbours that have nothing better to do than to complain. Some people are busybodies like that.
I hate the noise my upstairs neighbour makes, but I don't complain about her to the landlords, because she's not doing anything wrong. Every floorboard creaks under her feet and she unfortunately happens to be the type of person who always has to be doing cleaning and washing at all hours, even at night. But if we complained to the landlords it wouldn't be fair on her because that would cause her to feel uncomfortable when moving about in her own home, and I'm just not that type.
