That's what right wing gun nuts and militia types are calling themselves. They foresee the end of the current American government and want to speed it along. They've already killed two police officers recently, and have shown up in various cities with their automatic weapons and body armor to counter anti racist demonstrators. Just last night, one of them killed two demonstrators in the Wisconsin unrest following a trigger happy cop shooting a black man in the back for trying to drive away.

Its basically saying that there's still parts of rural USA that are still off limits (unofficially) to AAs
