If you have problems with getting work or volunteer references, try getting personal references. A friend would do, or a school teacher or college lecturer.
I'm afraid I don't have experience with volunteer organisations requiring referees before accepting so I can't offer much more; all the volunteer jobs I've done didn't have this requirement.
