It does indeed look, and act, a lot like a weather balloon. One that lost its payload and is partially deflated. One or more bubbles of helium migrate to the top of the envelop, and create those deformations while the rest of the thing hangs limp, and finnally gets stretched out.
The passenger was able to take a long video of it implying that it was moving abreast of the airline. But mountains appear to move abreast of your car as you drive down the highway, and so does the moon, because those things are far away.
It's actually not hard to find an image on the internet of a collapsed falling weather balloon
Now the problem isn't just that this looks nothing like the video taken on the plane, but it illustrates how the airforce disclosure that the Roswell UFO (which they admit was real) was a surveillance balloon (Project Mogul) also is farcical given balloons fall down in a straight line when they deflate and not in a great ball of fire skipping along the ground over several kilometres before crashing pushed by some type of combustible fuel or energy source.
↑ That image is of a weather balloon with its payload still attached. That is why the balloon acts more like a parachute than a lifting system, and why it falls in a linear form.

Ah yes, you are correct about the payload!
So a free floating busted balloon is likely to be carried by the wind in a random pattern? Haven't seen one of those on the internet, likely nobody is around to film one.

So a surveillance or weather balloon is likely to be in tatters to be subject to jet streams rather than looking like the object seemingly moving along with an aeroplane like a jellyfish?.

Nothing like?
I think it looks a lot like it. scissor it off in the middle and it would look just like a jellyfish. And like the thing in the picture.
Weather balloons look like the one in your picture when they are launched from the ground (long and narrow). But as they rise into miles high altitudes the surrounding air pressure drops and the envelop expands, and they take on the conventional big round balloon shape. But if its damaged, and looses it payload and some of its helium its to be expected that it would morph in shape for a few minutes before achieving equilibrium between the remaining pockets of helium pressing up to the top, and the dead weight of the outer plastic hanging around that remaining helium. And thats what the thing the airline passenger photographed seems to be doing.
Even true believers in UFOs admit that over 90 percent of the strange crap folks see in the sky is just mundane stuff being misidentified. This could be in that 90 percent.

I'd like to have a go at identifying the shape shifting object none the less. Its on video sufficiently long enough for somebody to properly identify it.
