I can. I can tell by these following things:

Always calls me and it gets annoying. I don't like talking on the phones. That is not what my cell phone is for.
Always doing nice things for me like buying stuff for me, food, etc. Makes me uncomfortable because I feel I am using that person and I have to do something in return.
Keeps asking me if I am alright, what's wrong. Also annoying and irritating because I keep thinking are they reading me wrong, am I putting off the wrong cues.
Wants to be with me and spend time with me. I was surprised the guy who I invited to see The Simpsons Movie with me showed up early just to be with me.

Online:

Always IMing me or keeps PMing me and not saying nasty things or being rude and snotty.
Wants to protect me and keeps apologizing whenever someone hurts me.

All of the things in your list may show that someone likes you but there are others.

Gazing for long periods into your eyes.

Posture, leaning towards you when you sit together

Altruistic behavior.

And later on when things get more serious..........

Holding hands

Lots of hugs (my favorite) :D

Take it slow, learn from your mistakes, and have fun

I definitely can't tell if someone likes me or not. I even question whether or not my own family likes me.

Nope. The only times I've ever known if a girl likes me is when they said so.

All of those things are someone who is clingy or insecure. Plenty of people show great signs that they like someone without becoming clingy or annoying. I've learned it is all in the details. They remember your favorite song or something you said a week before.. things like that.

hey likedcalico I am like that with everyone online

no one has ever actually admited to liking me
or liked me (you know no one has ever acted like they cared for me)
once but I think it was out of spite as she liked my brother a lot more but he didn't like her
I have no idea what its like to be liked and I dont know the signs
its just never happened
people naturally dont want me near them
(hell I've never even had a true friend in my life) :(

Unless the person is making it obvious, I probably wouldn't be able to tell. At most I'd suspect it, but since I've been wrong on such things before, it'll be unlikely I will act on it. I need something obvious that I won't misinterpret.

I can easily pick up what someone is saying or nonverbally conveying, and compliments are always good signs. I would have problems having friends/mates who are clingy and desperate.

There are a few things to look for.Random acts of kindness. They make more or as much of an effort to keep the relationship going. They openly express their appreciation for you and back it up with action. In short there should be tangible things that you can point to that show how the person feels about you.
