It's just past a huge wave.
That's natural dynamics, epidemies come in waves and after a high wave, the low tends to be deeper.

It looks like in Florida climate, the high seasons are at summer and winter while spring and fall are calmer.
So, I'd say current situation in Florida is due to natural cases and it will change with them.

NYC happens to have amongst the LOWEST cases per 100,000 population, when one considers the 7-day average. All the five boroughs are under 21 per 100,000 population.

NYC also has the lowest positivity rate in NY State. All under 2% consistently for the past few months. Queens, where I live, was at 1.4% positivity yesterday. Many places Upstate are over 5% positivity, a few over 10%. These are mainly conservative areas politically.

No, if I understand correctly, the "7-day average" pertains to just these past 7 days. So, if the state finds out about a death more than 7 days late, it NEVER gets counted in a "current 7 day avg" but ONLY in the cumulative all-time total.
