Define majority. Majority in numbers or majority in strength/power.

The each state in the US has to ratify the amendments to the constitution. I don't know the UK system but they had the bexit vote.

so the bet is there's no country where most of its laws are decided by referendum

I went through most of the countries from fnords link and it looks like I'm right (no country does this)
