It is pretty much the same here in Australia.
Native Australians, in certain areas, have more privileges than non-native Australians.
There is even a problem with non-aboriginals claiming aboriginal decent so they can get the perks.
This is taking resources away from people who need them.
I believe the Australian government is cracking down on it.

I have a strong suspicion.
The "discrimination" against certain ethnic minorities in Chinese society is caused by the CCP's excessive preferential treatment and selective law enforcement.
Who likes to work with someone who is hard to punish?
