I read the article.  The device is made from ordinary baryonic matter.  It simulates undulatory motion, common to annelids and other worm-like creatures, but in a circular form.  No new physical principles have been discovered, and no old ones have been broken.

It's just plastic and motors linked in a vaguely circular lump. It can roll uphill and over bumps because the motors are being actively electrically powered - it's not getting free energy from nowhere or anything.
